VICE PRESIDENT
Phillip DeHaven serves as Vice President at Crossroads, bringing more than 24 years of industry experience to the company’s leadership team. Throughout his career, Phillip has developed deep expertise in construction management, quality control, site development, and project scheduling, making him a key contributor to the successful execution of complex infrastructure projects.
Phillip’s hands-on leadership style and attention to detail ensure that projects are completed efficiently, safely, and to the highest standards. His ability to coordinate field operations, maintain rigorous quality expectations, and keep projects on schedule plays a critical role in delivering reliable results for Crossroads’ clients.

Todd Dials
EXECUTIVE VICE PRESIDENT OF ADMINISTRATION
Todd Dials serves as Executive Vice President of Administration at Crossroads. He joined the company in the spring of 2026 and is responsible for aligning business objectives with internal operations and back-office processes. In this role, he identifies organizational risks and coordinates appropriate mitigation strategies.
Todd brings more than two decades of business management experience in highly regulated environments. His diverse career has included a variety of leadership roles in both the banking and healthcare industries.
At Crossroads, Todd oversees the company’s day-to-day administrative operations, including Human Resources, Employee Development, Compliance, and other related functions.
Todd holds a Bachelor’s degree from Morehead State University and a Juris Master’s in Compliance from Liberty University.

Alex Moore
SENIOR PROJECT MANAGER
With over a decade of experience in the telecommunications and construction industry, Alex excels in managing projects for major carriers like T-Mobile, Verizon, and AT&T. He has a strong track record of coordinating with stakeholders, ensuring project safety, and delivering customer satisfaction. His recent promotion to Project Management duties demonstrates his ability to handle complex projects and schedules. Alex also brings technical expertise in troubleshooting fiber alarms and integrating sites. With hands-on experience in rawland site construction and a history of leadership as a Foreman, he has a proven ability to see projects through to successful completion.

Jeffery Frazier
OPERATIONS MANAGER
Jeffery's career is marked by a series of leadership roles, starting as a volunteer firefighter at age 16, advancing to Captain, and simultaneously serving as an EMS driver instructor. His transition to the industrial sector saw him managing right-of-way for railroad power grids before swiftly rising to Foreman. In 2022, Jeffery entered the telecom industry with Crossroad Services Inc., quickly advancing from DCPP power plant upgrades for AT&T to managing T-Mobile's 10G upgrades and NSD site work. By 2024, he was promoted to Construction Manager, overseeing pre-construction site walks and civil construction for T-Mobile, AT&T, and DISH Wireless. Jeffery's rapid ascent in each field is a testament to his deep commitment to leadership and operational excellence.

Tom Shirley
PROJECT MANAGER
Tom brings 28 years of distinguished leadership experience from his career as a retiree from the United States Army and as a mentor/trainer for foreign special operations teams with the Middle East Department of State. In the private sector, he excelled as a Quality Assurance Manager for AT&T, where he meticulously oversaw the 4G LTE build quality across the Kentucky/Tennessee market, deploying resources to address post-build audit deficiencies. Later, Tom played a pivotal role in establishing Hard Cost Vendor project facilities for T-Mobile’s 5G construction in the NOMO Market Area, ensuring operational readiness across four states. Additionally, he enhanced T-Mobile’s material coordination for 5G construction in the Appalachia Market Area, implementing a sophisticated material tracking and asset replacement system to ensure the complete accountability of all client assets and materials.

With over 18 years of experience in the telecommunications industry, Chris has a proven expertise in leadership, teamwork, and advanced network troubleshooting. He has a proven track record as a subject matter expert in CSR and microwave troubleshooting. Chris has also been involved in many projects to demonstrate his dedication to teamwork and success.
His rich experience in telecommunications, coupled with his commitment to excellence and a history of valuable contributions, make him a highly skilled and reliable professional in the field.
